The occasions described as 'Government Consultations', or 'Heads of Government meetings', are joint meetings/conferences of the governors of the two northern territories, the two prime ministers (Southern Rhodesia (Zimbabwe) and Federation), and other appropriate ministers, officials, etc. These meetings were largely concerned with internal security matters and franchise, citizenship, and constitutional affairs. In the era of Lord Alport as United Kingdom High Commissioner in Salisbury (Harare), the Federal Government was cut out of meetings now staged between Alport and the governors.
