Central African Council: Mounted press cuttings: closer association/federation and related matters and Federation Papers of Sir Godfrey Huggins, 1951-1954
The Central African Council (CAC) inter-governmental organisation, with a secretariat in Salisbury (Harare), was brought into being in 1945. It may be seen as either as a substitute for amalgamation/federation of the three Central African territories or as a precursor of some form of closer association. Welensky was a member.
The majority of the files in this section originated with the CAC's secretariat. The last Secretary of the CAC, F.H.N. Parry, became Secretary, Department of the Prime Minister (i.e. Cabinet Secretary), and Secretary for External Affairs under Federation and brought various files, particularly those pertinent to the handover of functions to the new regime, with him. These then became intermixed with (Welensky's) Federal files and were cleared away with them at the demise of the Federation. [See also the papers of Sir Hugh Parry, MSS. Afr. s. 2163.]
A few files clearly originated with Welensky (and the Liaison Office) but the balance is of uncertain provenance, lacking any clear file references to tie it to one system or another. The CAC was wound up in Oct 1953.
The Sir Godfrey Huggins papers carry a 'PM 11' reference and seem to have become mixed up with later material with similar references from the Federal era. However, the PM in question is that of Southern Rhodesia (Zimbabwe) and, just as Parry brought CAC files with him, so Sir Godfrey Huggins brought some of his upon exchanging the office of Prime Minister of Southern Rhodesia (Zimbabwe) for that of Federal Prime Minister. These files seem then to have been passed on to his successor, Welensky. Further Huggins files relating to social engagements and official visits will be found at MSS. Welensky Papers 701/1-704/3.
