Correspondence with Philip J. Noel-Baker, MP, who became Secretary of State for Commonwealth Relations in 1947. The first letters are about 'colonial documents' sent to him by Rita Hinden at the request of Creech Jones (fols. 143-145). Correspondence in 1946-1947 was concerned with the question of the administration of flogging as a punishment in civil and military cases in the colonies, particularly in Sudan (fols. 144-150).
