Michael Scott to the FCB about Central African federation, two concerning a preliminary conference convened by the government for the end of Apr, with a list of the aims of the Africa Bureau. The third is a circular letter to MPs, the press, and Missionary Societies with three enclosures:
- memorandum of the African Protectorate Council for Nyasaland (Malawi)
- letter from Chief Mwase to the African Weekly
- press statement from the Northern Rhodesian African Congress.
