Biographical / Historical
A number of committees were established throughout the inter-war period to examine the workings of the Conservative Party.
The 1927 Reorganisation Committee was appointed by Party Chairman JCC Davidson to examine the workings of Conservative Central Office, the operations of which had become confused as the result of its considerable expansion, particularly since the enfranchisement of women in 1918 and efforts to build up a Conservative trade unionist organisation. The committee was chaired by Deputy Party Chairman Lord Stanley (hence the Committee is also referred to as the Stanley Committee) and resulted in the activities of Central Office being grouped into two main departments, the Organisation Department under the direct control of the Principal Agent with a new post of Chief Organisation Officer as his deputy, and a Publicity Department, reporting to a new post of Director of Publicity (otherwise referred to as the Chief Publicity Officer).
The 1930-1931 committee was appointed by Party Chairman Neville Chamberlain. The main consequences of this reorganisation was that the position of Principal Agent, henceforth re-named the General Director, was raised in seniority over other department heads within Conservative Central Office.
The 1937-1938 committee was headed by Lord Monsell and examined the work of several Conservative Central Office departments.
