[The Mid-Term Report was intended to be a summary of each Government department's principal achievements since 3rd May 1979, and was due to be published in time for the annual Party Conference in October 1981, edited by Norman Fowler. It was subsequently agreed to delay publication until March 1982, in time for the Local Elections]
