Biographical / Historical

[The report was the result of review of Conservative Central Office which was undertaken by Norman Tebbit, William Whitelaw, Cecil Parkinson, Lord McAlpine, Lord Goold, Peter Morrison and Sir Peter Lane following perceived management weaknesses in Conservative Central Office during the 1987 General Election campaign.

The review examined:- 1) 1987 General Election campaign; 2) Central Office management; 3) The Party organisation in the Inner Cities; 4) The Party organisation in Scotland; 5) The International Office; 6) Constituency and Area organisation; and 7) the Development of 32 Smith Square.

It reported in September 1987 and recommended the following:-

  1. Appointment of a Managing Director for CCO;
  2. Appointment of a Director of Finance and Administration;
  3. Appointment of a Director of Communications;
  4. Opening of a Manchester Conservative Office;
  5. Merger of the EUW, Conservative Group for Europe, and Conservatives Abroad into a new International Office;
  6. A further review to be undertaken into the Party's organisation in the constituencies and Area Offices.]
