Biographical / Historical
[In June 1977, John Hoskyns and Norman Strauss were invited, via Keith Joseph, to develop into a paper thoughts already expressed which would identify the 'essential components of a political communications programme' for the Conservative Party, in order to understand the nature and scale of the economic problems facing the country, and develop a campaign strategy accordingly which would prepare the ground for the radical policies which were required. A draft of the report was sent to Thatcher at the end of October 1977, who circulated it to other members of the Steering Committee]
