Tinbergen was approached in June 1975 on behalf of a study group at the University of North Carolina at Chapel Hill to contribute to a proposed volume of opinions of Nobel laureates on the human predicament. Tinbergen sent 'Time is running out' but reserved the copyright as he intended to publish the statement as part of a 'bundle' of reprints of his other papers on this subject.
