The tract consists of one hundred and two suggestions for the improvement of the affairs of the navy, under the heads of government, ships in dock, in harbour and at sea, and victualling.

Beg. "Leauing the particularities in setting forth the speciall functions and boundaries of these great offices, [etc.] 1. Let noe prefermentes in the navie to offices of trust or ymployment be bestowed by favour or purchase uppon persons unfitt or unsufficient."
