The committee was set up to consider the constitutional position of the Scottish Conservative and Unionist Association and its relationship with the Scottish Conservative Central Office, in comparison the position in England

[The terms of reference of this committee, chaired by the Chairman of the Scottish Conservative Party Russell Fairgrieve MP, was: 'To compare the organisational and constitutional relationship of the National Union to Central Office with that between the S.C.U.A. and the Chairman's Office in Scotland; to isolate, examine, and assess such factors as might determine the necessity for continuing differences between the two relationships; to consider the desirability and the feasibility of integration, wholly or partially, of S.C.U.A. into the National Union, and of the Chairman's Office in Scotland into the Central Office organisation; to make recommendations.']

The Committee consisted of the following:-

  8. Andrew Strang, Secretary, Scottish Conservative and Unionist Association
