Biographical / Historical

The Commonwealth Policy Study Group was established in June 1965 on the recommendation of Edward Heath, then Chairman of the Advisory Committee on Policy. Its terms of reference were: 'to consider the probable development of the Commonwealth over the next ten or twenty years, its functions, relationship to other international groupings, and purpose with particular reference to the role in it of the United Kingdom and the implications for UK policy in economics, defence and foreign affairs including policy towards remaining colonial territories'. Although the chairman of the Conservative Commonwealth Council, Lord Selkirk, acted as chairman of the Study Group and most of the membership of the Group was drawn from the CCC, it was requested at the Group's initial meeting on 26 June 1965 that the Group not be formally identified with the CCC.
