Biographical / Historical

Initally a research officer for CRD before the department shut down in 1940, David Clarke returned in 1945 as Director. He founded the Parliamentary Secretariat in 1945 before handing it over to Henry Hopkinson in 1946. Clarke acted jointly as director with Henry Hopkinson and Percy Cohen between 1948-1950, before stepping down in 1951 to take up a post as Director of Research at the Administrative Staff College at Henley-on-Thames. In 1961 he went to Bristol University where he became a Research Fellow in Administration, but he kept close ties with the Conservative Party. In 1967 he was appointed Principal of Swinton Conservative College, where he stayed for five years. Throughout his career Clarke was involved with a number of policy groups and regularly corresponded with researchers, both external and within the Party, on points of policy and Party history. David Clarke's papers consist of research files from his time at CRD, but they also extend to his career and activities following his Directorship, including work for the Official Group, Advisory Committee on Policy and personal correspondence.
