The Bill transformed the Trust into an educational charity and provided that, 'In the education given in the College teaching calculated to support the policies of any particular political party shall be excluded and the general aim of the Corporation shall be to provide at the College education which both by teaching and discussion shall be free from bias relating to party politics.' The Bill received its first reading on 02/02/1954. Despite hopes that it would pass unopposed, amendments were proposed by Labour MP Col. George Wigg at its second reading on 16/02/1954 and in a move apparently unprecedented during the previous 20 years a Private Unopposed Bill was debated on the floor of the House of Commons, during which Wigg declared that, 'The House is asked today to take this bankrupt Conservative concern, which has now exhausted its usefulness as a piece of propaganda machinery for the Tory Party, and to turn it into an educational trust where the same group of subjects will be studied as was studied in the past.' On 23/02/1954 the Labour MP Stephen Swingler also challenged the Secretary of State for War, Antony Head about the Army's use of Ashridge courses and accused him of political discrimination. The Bill went before the Unopposed Bills Committee for its Committee Stage before receiving the Royal Assent on 04/06/1954.
